Ilan Toledano, Vice President of Sales and Marketing for WATTCO, testified on behalf of the Minister of Justice for the Government of Canada in the matter of an appeal between Proctor Silex Canada (Appellant) and The President of the Canada Border Services Agency On December 13 2012.
Immersion heaters were discussed in detailed whereby Mr. Toledano’s testimony described the uses of immersion heaters in commercial and industrial applications as well as the versatility of these electric heaters in various industries. Immersion heaters are designed to be used in various appliances and his testimony involved explanations of the proper and repercussions of improper uses of certain immersion heaters. Mr. Toledano explained the composition of immersion heaters, in particular flanged heaters, inline heaters as well as tubular heaters in the petrochemical industry as well as the chemical industry where immersion heaters are predominantly used.
Mr. Toledano’s involvement at Wattco includes spearheading technical research and development projects as well as the promotion of alternative solutions for electric heating using the existing manufacturing processes that have been developed. Testimony was given as to the correct uses of certain products that have been developed by Proctor Silex as well as the identification of key shortcoming of inappropriate uses of their products in a potentially dangerous environment for consumers.
